According to REC's Job Outlook for April 2015, over the next 3 months, 96% of employers are planning to retain or increase their agency worker headcount, with a similar proportion planning the same with their permanent headcount.
Employers will struggle to hire permanent workers to compensate for increased demand among agency workers
In addition to this, in the next 4–12 months, nearly all employers (99%) state that they will hold or increase agency worker levels in the medium-term.
This is evidence that use of agency workers has shifted from incidental to strategic.
A 1% release of agency workers will intensify competition for available skills and this has the potential to drive up wages.
